高校教师党支部书记“双带头人”培育应主要探讨两个问题：一是选任的教师党支部书记的学术水平是否符合“双带头人”标准；二是教师党支部书记是否有一个培育的过程。以某司法警官职业学院为对象，以定量研究为方法，发现该学院近三届各系教工党支部书记学术水平连续提高，年轻化趋势加快，党支部书记后备人才培养情况较好。这表明近年来该学院教师党支部书记“双带头人”培育工程成效显著。其主要经验有四方面：加强制度建设，强化组织领导；以项目为抓手，以成绩来考核；严格选任党支部书记，并注重选拔年轻干部；党支部书记参与本部门重要事项讨论决策，并优先提拔或重用。

The cultivation of “double leaders” for Party branch secretaries of university teachers should mainly explore two issues: First, whether the academic level of the selected party branch secretaries of teachers meets the standard of “double leaders”? Secondly, is there a process of cultivating teachers' Party branch secretaries? Taking a judicial police vocational college as the object and using quantitative research method, it is found that the academic level of the Party branch secretaries of all departments in the college has continuously improved in the past three terms; the trend of youth has accelerated; and the reserve talents of the Party branch secretaries have been cultivated well. This shows that in recent years, the cultivation project of “double leaders” for Party branch secretaries of university teachers has achieved remarkable results. There are four main experiences: strengthening system construction, strengthen organization and leadership; taking the project as the starting point, use the achievement to assess; strictly select Party branch secretaries, and pay attention to the selection of young cadres; Party branch secretaries participate in the discussion and decision-making of important matters of the department, and give priority to promotion or appointing to an important position.
